Jonathan Batty is Counsel at Rubin & Co. LLP. As the former Integrity Commissioner for the City of Toronto and former Director of Compliance and General Counsel for a provincial agency, he has extensive experience conducting workplace and regulatory investigations. He has expertise in advising senior officials about ethical issues and leading high-profile investigations into allegations of conflict of interest, abuse of authority, and harassment.
As a municipal integrity commissioner and provincial adjudicator at Tribunals Ontario with numerous reported matters in CanLII, Jonathan’s reports and decisions get to the heart of complex issues in a thorough, impartial, and clear manner. His investigation findings and recommendations were always adopted by Council. His adjudicative decisions, if challenged, were upheld at the Divisional Court and Court of Appeal. Moreover, Jonathan has frequently appeared before legislative committees and at conferences to speak about enhancing accountability and fostering integrity.
Jonathan has also advised and represented clients in equality rights and Human Rights Code matters throughout his legal career, first at a legal aid clinic specializing in disability rights issues and then in the public service.
Jonathan received his LL.B. from Osgoode Hall Law School and his B.A. (Hons.) and M.P.A. from Queen’s University. He was called to the Bar of Ontario in 1995 and has a certificate in adjudication for administrative agencies, boards, and tribunals (Osgoode/SOAR).
